The impact of public–private partnerships on expanding access to education in Nigeria: An evaluation of initiatives in Lagos State (2000–2020)

Background of the Study :

Public–private partnerships (PPPs) have emerged as innovative mechanisms for improving public service delivery, including education. In Lagos State, between 2000 and 2020, various PPP initiatives have been implemented to expand access to quality education by leveraging private sector efficiency and funding (Adeniyi, 2023). These initiatives include the construction of new schools, improvement of educational infrastructure, and the provision of digital learning resources. Empirical research suggests that PPPs can bridge the funding gap and improve educational outcomes, especially in rapidly growing urban areas (Ibrahim, 2024). However, challenges such as misaligned objectives, inadequate monitoring, and contractual ambiguities sometimes hinder their effectiveness. This study evaluates the impact of PPPs on expanding access to education in Lagos State by analyzing enrollment rates, learning outcomes, and infrastructure improvements. The research uses a mixed-methods approach, combining quantitative data with qualitative interviews from educators, private partners, and government officials, to provide a comprehensive assessment of PPP effectiveness and identify areas for improvement (Chinwe, 2025).

Statement of the Problem

Despite the implementation of various PPP initiatives in Lagos State, challenges remain in achieving universal access to quality education. Issues such as contractual mismanagement, inadequate oversight, and misaligned incentives have limited the potential of PPPs to expand educational opportunities effectively (Adeniyi, 2023). This study seeks to identify the determinants that hinder successful PPP implementation in the education sector and assess their overall impact on access to education, with a view to offering recommendations for policy improvement.

Objectives of the Study:

1. To evaluate the impact of PPPs on expanding educational access in Lagos State.

2. To identify challenges affecting the effectiveness of PPP initiatives.

3. To recommend strategies for improving PPP outcomes in education.

Research Questions:

1. How have PPP initiatives improved access to education in Lagos State?

2. What challenges limit the success of these initiatives?

3. What measures can enhance the effectiveness of PPPs in education?

Research Hypotheses:

1. PPPs significantly improve access to education.

2. Mismanagement and inadequate oversight hinder PPP effectiveness.

3. Strengthened partnerships lead to better educational outcomes.

Significance of the Study (100 words):

This study is significant as it evaluates the role of public–private partnerships in expanding access to education in Lagos State, offering insights for policymakers and stakeholders. Improved educational access contributes to social and economic development, and the findings will help optimize PPP models for better service delivery in the education sector (Adeniyi, 2023).

Scope and Limitations of the Study:

This study is limited to evaluating PPP initiatives in the education sector in Lagos State from 2000 to 2020. It does not cover other public services or regions.
